Yes that issue of rotation is a direct result of the cuts to the military by mr. bill. His legacy of creating conditions that place Americans in more danger. Oh but he had a balanced budget on the future safety of Americans serving in the military. And opposing an increase is not cutting anything except to the honesty challenged.
