Answer: Rumsfeld and Wolfowitz.

Remember the brouhaha at the start of the war with some former generals saying that Rumsfeld had not allocated enough troops? It came out that Rumsfeld is a proponent of shock and awe, where supposedly fewer troops are needed, but they are used as very mobile 'shock troops' in conjunction with air superiority.
