This is a serious problem that we better get a handle on. States are in bad shape because they spent as if the economy would never slip again in the 90's. One of the problems is States and Government in general (unlike Corporations)are inefficient in fixing the issue. They don't often release employees and they discourage their own employees from finding ways to cut corners. If you don't spend every dime of your budgeted amount you get your next years budget cut. Nobody wants that so they spend it all to make sure they get enough next year
