NASTY LIBERAL PLOT: DON'T protect the southern border. Emasculate INS. Get court decisions forcing states along it to give illegal immigrants the same legal and welfare rights as legal residents. This way they are attracted to come. Most at least initially vote Dem. They are into poverty-think; why else would they have crossed? Successful Mexicans stay in Mexico or come legally. And the electorate of a state is shifted left over a few decades. And you'd be AMAZED at the namecalling saying that incites in liberals.
