That their nuclear weapons program was still active despite the agreement they made with the Clinton administration.

There is a lot of potential danger in this world........I'd rather place my emphasis on the active danger.

North Korea is both a bigger potential danger and a danger that is closer to be active then most. It would be foolish to ignore it.
