citizens in other states wish they had an easier mechanism (like CA's) to "throw the bastards out"

That's a way to avoid armed revolt. I'm thinking it should be as easy on the national level to throw out Congressfolk and administrations, too. Get a few signatures and force an election anytime, kind of like the British Parliment
