The neocons never believed in "new economy", information technology, or sustainable production. From the 1980s through today they have been as obsessed with oil, steel, timber, and guns as was Stalin of the 1930's, Japan in the 1940s, or Mao in the 1950s. They think that whoever controls these resources controls the world and they want it to be them. That may be transient, but I don't think they see it that way.

The world is becoming a crowded place. A century of food production, medicine, and technology has lifted the lid on population growth and in all environments that becomes a time of selection. I think the neocons believe that controling natural resources is the key to survival in that environment and to the future of their lineages.
