Bush does seriously lack any sense when it comes to foreign policy, and domestic policy too for that matter. Scaring everyone is not a good road to peace in these troubled times. Bush wanting to build tactical nukes is another wrong signal. And most troubling is that nobody doubts that he would use them! I think he is somewhat impaired by megalomania.
