Yes, and sometimes it's not. Always easy to see with hindsight.

True.

But most of the horrors of this century were forseeable (even foreseen by some) and many would have preventable with some action instead of inaction.

Heck, if you wait until the actual harm has occurred before acting, half the regulations the EPA, OSHA, etc. pass are unjustified. You should be one of the last people, I would think, to deny the need for action to protect resources before they are irretrivably damaged.
