Yes, there are some fundamental differences in the way that Canadians look at several issues. Quebec is different than many other Canadian provinces in several ways, the use of civil code as opposed to common law and the use of French as opposed to English.
To win a strong federal mandate, a party has to appeal to Ontario, the direction that Ontario goes is usually the shape of the next government.
Politics in these two provinces, the give and take of the French and English, Upper and Lower Canada, has always been at the heart of the Canadian identity.
The Maritime provinces and the western provinces can flesh out a Federal mandate, they can't make one.

The language policies of the Alliance make a lot of sense to Western Canadians, this is one policy that does not appeal in Ontario.
