He only had three legs on his pre-emptive stool, 1. WMD's that could be use against us,2. Al Queda and terrorist connections with Saddam, 3. Humanitarian concerns for the Iraqi's. One and two have been pretty much been sawed out from under him, and he knew he couldn't get the support of congress based on 3 alone (I really don't think 3 was ever an original issue, just kind of thrown in as an after thought by the administration). So he decided that exaggeration, and deceit was the only way to go. He could already see the jubliant populace after an easy victory.
