Governor Davis complained to President Clinton that California's energy markets were broken, in July and specifically complained about manipulation by out of state producers in early August of 2000. Your idea of help is $2.6 million dollars of Federal aid for old/disabled people in San Diego County???!!! If you want to blame the FERC, fine. But remember, that every voting member of the FERC was a Clinton Appointee (until late May 2001).
