There was in fact no doubt that other nations had determined that Saddam had WMD. It is a fact. The UN record indicates what each nation had determined. The vote on 1441 specifically shows what each nation had determined.

If you doubt that other nations had determined that Saddam had WMD, just refer to public statements of those nations.
