That would be a best case scenario but I think it involves both incompetence AND lies.

If it's a case where shrub was misled by advisors, the fact that there has been no action taken to correct the process or even remove the guilty from the process shows complicity on the part of shrub in maintaining a faulty process and retaining those responsible for the faults.
And it cannot be said that most of them simply screwed up this one time. They all have histories of deceit going back as far as Iran/Contra.
The Valerie Plame episode is the most glaring example of this.
The Niger scandal coming out of the SOTU is corroboration.
The implication is pretty clear...his advisors are doing the job put to them. It is not unreasonable to assume that bush is responsible for setting tasks for his own advisors. These tasks have been to create lies.

How about his economic speech a few months ago where he had made in america stickers put on boxes of imported goods? Was that a lie?
