SA isn't on the State Dept's list of coutnries that sanction terrorism is it? Yet it does. The State Dept once handed out US visas to Saudi travel agents - a couple of the 911 hijackers entered on such visas - and the State Dept intended to maintain the program after 911 until bad press forced them to change it.

The Saudi govt hands out a lot of money to ex-officials to reward favorable treatment and encourage it from current officials - in hopes of a similar future reward.
