EVERYONE knows by now that CA de-regulation was NOT de-regulation but something less that actually KEPT regulation on one side and not on the other. sierrastar.com Long term contracts were restricted....does that sound like de-regulation? Nevertheless it was approved by a unanimous vote in the legislature, which leaves little room for partisan quibbling. Maybe Jesse Ventura was correct when he said electing Arnold is not the solution but throwing out every incumbent is.
