Read the article. Federal deregulation was signed by Bush 41 right before he left office. The Bushes/Cheney have long been a proponent of deregulated energy.

Should Clinton have stopped the energy bandits who colluded with the Bushes? Sure. The difference between Clinton and Bush in this instance is the difference between failing as a cop and being a bank robber. Bush openly supports and encourages such deregulation nonsense.
