Interesting stuff. I'm sure you say the quote:

"The immediate causes of failure result from deregulation that ignored economic fundamentals"

Exactly what I've been saying. Boy, the slide on R&D expenditures (slide 5) is chilling, but makes sense. As I said, the energy companies have no motivation to invest in R&D given the current deregulated market. Their market has no real competition, and therefore is not an efficient market. The lack of competitive environment, and no regulation, results in no investment in infrastructure or R&D. Just as I've been saying.
