Well all the plans for that deregulation and the definitions of policy occurred years ago. And the article you quote is a year old. Under mr. bill half ass deregulation occurred. A problem created over a decades is not fixed in a few months or even years.

The key problem is that the surplus capacity was allowed to decline relative the the growth in the economy and demand.

Deregulation as defined and created under mr bill provided economic incentives or allowances that caused that result.

But environment whackos made affordable solutions under deregulation impossible. Environmental regulations is not deregulation.
