If ATMs were not working and people stayed at home, would they not need less cash as the velocity of money is slower?

If the ATM's aren't working why would more cash be needed? Banks were closed as well in the NE area for the most part. People would have to use the cash they had on hand when the blackout hit and their cash needs would be little. Perhaps when power returns to normal people would be replenishing their cash? I don't see this explanation as plausible but of course, I could be wrong and quite frequently am. MP
