It all depends upon what the meaning of "uphold" is. (grin)

Bush was not under oath as Clinton was. It is entirely possible that in a state of war, as he was in, he might legally use even the state of union address as a tool against the enemy.

Clinton could by no means legally tell a falsehood in a court of law. He was actually under oath - unlike Bush. Clinton's was the breach of public trust.

If he would lie when a lie is legally impossible, then certainly he will lie otherwise.
