Ah, you have come upon the no. 2 rule of government. Always spend the surplus lest the taxpayer will actually want a tax break.

In Virginia, we have had elections to hang on whether or not to spend the surplus or return it to the taxpayers.

We have learned that if there is a surplus there will always be someone eyeing how to spend it----either by increasing the budget of an agency, creating a new service or agency or building a new government building that automatically increases the beauracracy---to name a few.
