You miss the point here. Pollution control creates jobs as the last 30 years have shown. He is telling producers you don't have to utilize technology for clean air. And as for jobs his track record is miserable. Wait till around oct when consumer spending takes the hit from the lag in refinancings. With oil and food where they are currently priced you'll see a big drop off followed by the markets.
