Yup,,,, unless you stop it in court.... figure maintenance may prevent pollution not increase it.... think of a furnance not running properly.. YOu have it get tuned up.. and perhaps some parts replaced.. It burns more efficiently and the end result is less pollution not more... Same with a refinery.. or power plant.

NO just stop an illegal interpretation of rules that prevented energy producers from repair existing equipment without being forced into huge expensive upgrades.
