They justify the diversion by claiming that the war in Iraq is part of the war on terrorism which it is not.

There is not justifying the diversion because there is no diversion.

As I said before the following are both true

1 - Most of the money that is said to have been spent on the war on terrorism is being spent in Iraq.

and

2 - The amount spent on anti-terrorism outside of Iraq continues to grow.
