I didn't get the impression Generals were administrative in the context of the article. It sounded like an endless list of paper sorters, report writers, sock counters, etc.. In other words, button sorters entirely unnecessary to the core purpose of the military. I have mixed views of our armed forces. A person serving in the military should have a reason to be proud of their willingness to fight for their country. IMO, pulling strings to find a nice cushy noncombat position while getting college money takes something away from that. I don't know what the best answer is, but I think eliminating a lot of the noncombat positions would be a good start. If the position is honestly necessary, and not just busy work, creating a civil service position makes more sense to me.

Of course, the best solution would be to get rid of the Bush Cartel. If we did that we would only need enough troops to protect the country rather enough to take over a planet with 7 billion people.
