Clintons budgets were never balanced because entitlement programs like Social Security are accounted for off-budget. I guess President Roosevelt was reckless too when the WWII budget deficits exploded as a percentage of GDP. I'm not anti-Roosevelt, I would fully support the budgets he submitted to Congress today. Gray Davis budget deficit is 40 Billion or 100% of the annual California revenue. And Gray Davis isn't fighting a war either. Bush has to fight a war against people that attacked this country and his budget deficit is several hundred billion dollars or roughly 30% of the Federal annual revenue. The Gray Davis budget deficit is no comparison and not justified.
