The real culprits at raiding the Social Security Surplus have been the Republicans under Reagan, Bush 1 and Bush 2. The raiding of the fund under Clinton was relatively small.

Somehow, the Administration did not count those bonds as part of the debt.

That little bit of Enron accounting was put in place in 1981 by the previous contender for dimmest bulb in the White House, Ronald Reagan.
