Now that the US has eliminated the Regime, a majority of the country is free from attacks, the US has to make a go of it or suffer loss of stature , and countries like India have volunteered to send troops ( with some limitations)
The three countries have decided the odds are enough in favor of a stable outcome and a recognized government that can write contracts, that it is safe for their companies to enter Iraq and begin some of the rebuilding operations.
The good news is :
It appears that they feel ( the three countries) either the US has the situation generally under control, or that they plan to support a UN resolution that permits other countries to send troops to Iraq.
They can now bicker among themselves as to which one decided that the words "serious consequences" in Res 1442 meant merely "more of the same" Inspections or Resolutions, with the result they will be at the bottom of the list of countries awarded rebuilding contracts
