I think we should level the playing field for the US worker and move the "payroll tax" to some other general income based tax. Maybe even a consumption tax, or a flat income tax, whatever but we just cannot afford to ask employers to pony up an entire offshore salary as a tax just for the priviledge of hiring a US worker.

So wrt to this administration, my feeling is the dividend tax cut should have been directed at the payroll tax.

I would negotiate with China to get their yuan floated, we would have tremendous leverage with them too, if we weren't running this huge deficit.
