The position of the German government isn't as clear-cut as the Chinese article suggests. There are voices in favor of troops for Iraq - among the Greens, of all. The defense policy speaker of the Greens, Angelika Beer, a formerly strong pacifist, currently has a love affair with a general. She favors UN-guided German troops in Iraq :)

The Washington Times is The Moonie Newspaper usually in the thrall of Bush.
I was surprised they printed it at all secret or not.


Why? The Washington Times has broken some very interesting stories over the past years.

And it's often the recipient of unauthorized leaks of information from the government.. Bill Gertz normally being the channel for such leaks.

It's also the recipient of "unofficially authorized" leaks, which I believe this DOD after action report represents.

Or it may represent the "rebellion" of some officer who felt that such "lessons learned" reports should not be classified, but available for all to learn from.
