Pumped water storage is OK where it is already installed. I doubt that any new capacity will be installed in the near term. The tree huggers will easily win in the courts while opposing any new hydro.

I think the conclusion of the investigation into the blackout will be that a combination of a lot of natural gas-fired peaking plants were being idled due to high-fuel costs, combined with the idling of several base nukes in Canada and Ohio due to aging/safety problems lead to an overage in transmission loads from other plants.

There is a real choke-point in the north-east, look at the maps in the Cheney report.
