First they have to contribute in military man hours proportionately to what the U.S. has and will. That is a lot of catching up to do. If they do then I don't see why not. The real card is the fact that all free countries have an obligation, moral or otherwise, to contribute equally to these type of situations. France and Germany KNOW that they shirked their responsibilities. If they balk a second time, other countries will get this done. Outside the U.N., obviously.
