That's bull.

Clinton has 8 YEARS and didn't even make a proposal! Repeat, the DEMOCRAT PRESIDENT let this problem fester for 8 YEARS. Now, in the middle of a war on terror, an economic slump and several international crises, you want Bush to revamp SS and implement a huge multinational drug initiative and you're pissed that a bipartisan tax bill cut dividend taxes to the same rate as capital gains. So what!
