I understand that a Presidents's doctrine on foriegn policy is normally, a statement of fundamental government policy especially in international relations authored and authorized by the president who is championing it.

What you posted is a criticism of President Bush posted by someone who opposes him, full of statements that the president would likely object to. Calling it Bush's Doctrine is um a l...l...ll..lll mistake. However, it doesn't come close to any thing that would qualify the quote, I posted that was attributed to Bush and to which you are attempting to provide evidential facts....
