I guess there is a basic difference of understanding as to what a doctrine is. The definition I have found is that a doctrine is: A statement of official government policy, especially in foreign affairs and military strategy

What I stated is a summary of the BUSH DOCTRINE. I suggested that perhaps you could better define the BUSH DOCTRINE as you were not pleased with my definition. Or perhaps, you can define the MONROE DOCTRINE precisely in one sentence.
