It is not clear that Sudan or Oman offered up Osama, and it is not clear what forces were at play. If it's true, then it was a mistake. But at the time Clinton was seeking revenge for the Cole bombing Osama was not being offered up. It could have been a timing thing. On offer made which never made it to the White House, or came at a time when Osama was not recognized as a serious threat. It might have been something else or anything.

The interviews I have heard with the "experts" who are blaming Clinton reveal that the story has never been confirmed by any high level source, just anonymous Middle Easterners who may or may not be credible. The White House guard who wrote the "Dereliction Of Duty" book admits he is just guessing that Clinton blew his chance to get Osama. The guy didn't know anything. All that went on was behind closed doors and top secret. Perhaps someday will we know the truth.

BTW there are many such stories over the decades about bad guys we "could have gotten". Like DEA sting operations that were foiled by the CIA because the drug lords were actually secret souces of theirs. I have even heard stories that Osama was once a CIA operative. WHo knows?
