I developed a dislike for the French in the 50s when I was there. Often figured it was wrong. But now I wonder. Can you see the average person in, say, NY, telling their 80 year old mother, "Hey Mom, we are going to Florida for the summer, you stay here and look after the apartment." ? The culture over there has some real problems.

John, culture and economics absolutely played a part in the death toll in Europe's heat wave. Was it the only factor, no, but to ignore it completely is foolish.
