I am saying that borrowing money to finance current expenditures simply delays payment and incurs interest charges. Our debt is now high enough that a significant portion of taxes simply go to paying the interest on what we already borrowed in past years.

Clinton said he would balance the budget and grow the economy at the same time. He did what he said he would.
