IMO, Powell was chosen for what he had that no one else in the Bush adminstration possessed: integrity (or at least the appearance of it). He had nearly universal respect in the US without regard to political affiliation, race, etc.

And now? Just another of the fanatics who believe their own rantings about the evil boogey man. All the while sitting on their own stockpiles of nukes, chemical agents, biologicals, napalm, cluster bombs, land mines, etc, etc, etc.
