Governments are conservative in how they make official contacts. There are many legal requirements that you be notified of something, or that you do something if you are notified. Usually sending you mail constitutes notifying you despite the fact that the mail is not perfect. Or maybe they need to send registered mail, but in that case they still need a mailing address. E-mail or a phone call wouldn't be considered notifying you.

I think some reasonable accommodation could be made, but would it be allowed under the law, and if it would be would it be allowed under current regulations, and if so, would the government officials and functionaries involved actually be willing to do it? I don't know.
