Ray, I think that many on the US Supreme Court are embarrassed by their holding in Bush v. Gore. Up to that time, the federal courts would not interfere in the interpretation of state election laws as decided by the state supreme court. If they reverse the 9th Circuit, they will appear even more political than they already do. The rationale of Bush v. Gore fits this case perfectly. Uniform voting standards throughout the state not varying, county by county.
