Sure they are, but they're called terrorist when they, PA, agree to forego violence (oslo accord) but at the same time dispense suicide bombers. What in your mind will be different with a new negotiated peace, if one is ever achieved, than what was on the table in 2000.

Not much, probably a lot less now. What's a freedom fighter that passes on the chance for freedom as the PA did in 2000. I think the PA has another agenda, and its not peace. I've seen pictures of Arafat with a patch on one of his sleeves that depicts a Palestine without Israel. He has a "rest in peace" for Israel in his mind, not freedom for PA people.
