WTO entry was signed under Clinton in 99. Reminbi devaluation occurred in 94 and yen devaluation occurred in 95, which led to the Asia currency crisis and the dollar bubble, all under the prior watch. One could argue continuity in policies, or that the bubble had reached sufficient scope by 2001 for the pols to give pause to taking decisive action unless their hand is forced.

Mike, Gave him an economy with higher real wages, peace so his kids don't go off and get killed, and a govt. in the first surplus (fake though it may have been) in decades. True, many hard core Democrats say that Clinton was the best Republican President we ever had, though I like Lincoln and Teddy R. In fact, I think those were the only decent Republican Presidents. Ike wasn't bad, but he wasn't good, either. Other than that, a pack of crooks and dum-dums.
