Sharon wasn't negotiating the deal in 2000. Arafat's suicide bombing play, however, helped to elect him. Arafat's bad faith negotiating, ie his promise to forego violence, got Sharon elected.

You're putting the cart before the horse. Terrorism always leads to increased oppression, and I think the goal of the terrorist leaders is to up the scale of oppression to further incite their people to more provocative action. Now we have a fence and the hope of the PA ever having a foothold in Jerusalem is now likely impossible. The PA "freedom fighters" actions remain counter productive as long as their leadership negotiates in bad faith.
