Excerpt from "Why We Didn't Remove Saddam" by George Bush [Sr.] and Brent Scowcroft, Time (2 March 1998):

I know that's what they SAID, but the reality is that if Saddam had NOT agreed to a cease fire, the war would have continued, although probably not to the point that we decided to go into Baghdad proper.

Look... They (Bush Sr. and the rest of the Arab members of the coalition) all wanted the Iraqi people to overthrow Saddam. They just didn't want Iraq to be partitioned into it's ethnic demographic segments, or for the US to be required to garrison the country. They cheered on the Shiite marsh Arabs, but did nothing to assist them except establish a faulty "no-fly zone" that didn't seem to include attack helicopters.

The Saudis, the Kuwaitis.. all the Arab members were telling Bush that Saddam would fall on his own within several years, so don't rock the boat anymore..

Had we gone the invasion route, the U.S. could conceivably still be an occupying power in a bitterly hostile land.

And don't you think George Jr. consulted with Daddy even just a little before attacking Iraq last March??

Maybe GWB Sr. has changed his mind?
