Another reason Saddam wasn't overthrown was that his regime was seen as a bulwark to Iran. I don't think Bush the First thought he could get away with raising another coalition in the event Iran saw Iraq's weakness attracting Iranian aggression. He needed to make sure Iran was constrained by someone. Might as well let Saddam do that bit of dirty work. In a weird way, letting Saddam survive contributed to stability in the region, at least for a while.

And the strategy worked.
