Hostilities were not between the US and Iraq -- there were no hostilities to cease between the US and Iraq. The US did not go to Baghdad because the UN did not authorize it and hostilities were between the UN and Iraq. If the US had gone alone it would have been every bit as devastating as Bush Sr. said it would be, because the US would be invading a sovereign nation that had not attacked us and that posed no threat to us - just as was the case in 2003.
