duhhhh! " I agree that some heads may need to roll at CIA and NSA....' There was a systemic failure of the CIA and FBI. That came from the very top. Was it the result of 8 years of Mr. bill? That's likely but I won't go that far. But clearly mr. bill had opportunities to eliminate binnie and failed to do so. Action on those occasions would have made 911 a non event. Heads don't need to roll. It may be some are in positions that are over their head. Changing their responsibilities is the reasonable course of action. I'd suspect now those in the FBI and CIA all are busting their butts to keep all Americans safe.
