In a sense, both Israelis and Palestinians are hanging onto Arafat for the time being, because horrible as he is, they fear what will come after. That is by his design, btw.

What will the Israelis do when the suicide bombings continue is a good question. An even better one is, what will the Palestinians do when Arafat is gone? Like Alexander (in spirit if not in flesh), Arafat is going to die saying "to the strongest".

I think this 'announcement' was a compromise move (the Israeli right is not happy with it at all, they want to do it, not to talk about it) to assuage public opinion, vaccinate some of the international reaction and to prepare the Israeli public for the war that is getting into gear.
